Based on the Google Earth Images 43°50′11.13″N 103°37′25.34″W elevation 14,500 feet or about 8000 feet above the 6500 elevation - adjust view to vertical, not slanted - and the shadows on the webcam right now, the arm is pointing SE and thus the profile view is seen looking NE.
If you zoom back to about 20000 feet eye altitude, the position of the parking lot confirms this.
